What happened
American AI regulation in 2026 is not mainly happening in Congress. It is happening in state courts, through attorneys general using consumer-protection powers that were not written with this in mind.
Europe has no equivalent route. There is no Belgian or European authority currently demanding OpenAI's internal documents about July.

The point is not that America is doing better. It is that America has routes, plural, and Europe currently has none that reach an American lab.
If someone asks what a Belgian equivalent would look like, the honest answer is that nobody has drafted one.
